You can apply for IES examination i.e. engineering services examination. CMSE examination is combine medical services examination which is conducted for MBBS Doctors only.
If you are in final year of your university examination then you can apply for the UPSC exam. For this you have to log on www.upsconline.nic.in
there is four categories for this exam.
1. Civil Engineering
2. Mechanical Engineering
3. Electrical Engineering
4. Electronics and Telecommunication Engineering

-Holding a degree of engineering,does not implies that you will be able to appear for the Combined Medical Service Exams.
-The minimum educational qualification you must hold to appear the CMS exams is being an MBBS student,which you are not.
-The forms of the CMS Exams are released in August and the exams are conducted in January.
-Mentioned below are the eligibility requirements for the CMS exams.
::ELIGIBILITY CRITERIA FOR CMS EXAMS::
# NATIONALITY : You must be a citizen of
India,
or,You must be a subject of Nepal or
Bhutan,
or,You must be a Tibetan refugee settled
permanently in India,before 1962.
# AGE LIMIT : You must not be more than 32
years of age as on the 1st of January,in the
year in which the exam is conducted.
The upper age limit is relaxable by 5 years for SC/ST and by 3 years for OBC Candidates.
The relaxations are allowed to the reserved
candidates according to the Government
regulations.
# EDUCATIONAL QUALIFICATIONS : You
must have obtained pass marks in the
practical and written exams of MBBS
degree,or be in the Final year of the same,from a recognized university.
-CLEARLY,YOU ARE NOT ELIGIBLE FOR THE CMS EXAMS.
-However,you can apply for the various other exams,conducted by the UPSC when you aegis in your final year,or you complete your BTech.These exams namely are :
*The Civil Service Exams.
*The Indian Engineering Service Exams.
*The Combined Defence Service Exams.
*The Indian Forest Service Exams.
*The Central Police Service Exams.

final year students can also apply and appear and provided that they have the proof of passing the final MBBS EXAM when the written test result of CMS is declared

NO, strictly not eligible for this examination as minimum degree requirement is of descpline MBBS , as you are the degree holder of engineering so it is not possible in any way rather you can appear for the several other examination of which I am sorting some of them for you do check them

whose eligibility criteria are :
ELIGIBILITY CRITERIA ::
You must be a citizen ofIndia,

You must be of 21 to 30 years of age. HOWEVER,there is a relaxation in the upper age limit,

The number of attempts is 4 for a General category student,
7 for an OBC candidate,and

2. age limit within 20-25 years relaxation in the upper age limit,

As you are an engineering student so you can not give the Combined Medical Services Examination (CMSE).
The minimum eligibility for the CMS Exam is that you should have a degree of M.B.B.S. from a recognized Institution.
However you are eligible for the Engineering Services Examination conducted by the UPSC.
The basic Eligibility conditions for the IES Exam is
Educational Qualification required:A degree in Engineering from a recognised University or eqivalent. M.Sc Degree or its equivalent with Wireless Communications, Electronics, Radio Physics or Radio Engineering as special subject acceptable for certain Services/posts only.
Age limit for the IES Exam: 21 - 30 years
So dear as you can not attempt the CMS Exam but you are willing to get a good Job through UPSC, then you should definitely apply for the IES Examination.

Because it needs an mbbs degree and you are an engineering degree holder.
So you are not eligible for that because both are the different sectors .

no dear you cannot apply for upsc cmse exams since the eduational qualification required for the exam is a mbbs degree from an ugc recognised college/university.
you can apply for ies exam.
