Yes sir you can apply for IES(Indian Engineering Services) exam being a Instrumentation and Control Engineer. because for IES(Indian Engineering Services) exam you must have engineering degree in any discipline.
Indian Engineering Services exam is conducted by UPSC every year. But you are required to give the papers in any one of the following four streams.
Civil Engineering
Electrical Engineering
Electronics and Telecommunication Engineering
Mechanical Engineering
for appearing in exam you have to fulfill some other requirement like:
>>Engineering degree in any discipline from recognized college or university
>>your age must be within 21 years to 30 years . there is relaxation in upper age limit upto 3 years for OBC and 5 years for SC/ST candidates.

Any stream of engineering is applicable for applying in IES exams.
But have only four option of choosing paper and subject
Civil engineering Subject
Electrical Engineering subject
Electronics and Communication Engineering subject
Electrical Engineering subject
Irrespective of any stream one is eligible for applying in IES with a engineering degree.
With 10+2+4 pattern or 10+3+3 pattern.
IES age is
21 to 30 for general category
21 to 33 for OBC
21 to 35 for SC/ST
21 to 40 for physically challenged candidates.

Any student who has get a degree in engineering from any branch from a recognised university can apply for Engineering Services Examination.This is the minimum educational qualification fixed by the commission.Besides these commission has also mentioned that these can also apply who have passed both sections A and B of the Institution Examination of the Institution of Engineers or have passed a graduate membership examination of the institute of Electronics and Telecommunication Engineers.
But main point for you that examination is only conducted in four fields of engineering.That is Civil Engineering,Elecrical Engineering,Mechanical Engineeirng and Electronics & Telecommunication Engineering.So you will be appearing form any of these paper.I think E &TC will be better for you as many of the paper you have studied in your branch Instrumentation and Control Engineering field.
See the question paper will be both in conventional and objective type.There will be one paper on General Ability Test.So now you can prepare for the examination well by setting your time limits for completion of syllabus.

yes any engineering student can give IES exam, there is some elligibility criteria which the candidate have to fullfil which are:
*The candidate must have completed degree of B.Tech/BE of reputed college or university.
*The candidate must be the citizen of India.
*The age limit is 21-30.
But the only problem is that IES exam is only conducted for mainly following branches
1)Civil Engineering
2)Mechanical Engineering
3)Electrical Engineering
4)Electronics and Telecommunication Engineering
But you can apply for the exam slecting any of the above branch as your subject.

Following are the main eligibility criteria regarding Indian Engg Services:
One must have a degree in Engineering from any stream from a recognised University.
Age limit should be within 21-30 years for general category with +3 years and +5 years relaxation for OBC and SC/ST respectively.
But the main problem is that you will not get Instrumentation as a subject for the examination.
The subjects are fixed four- Civil engg,Mechanical engg,Electrical Engg,Electronics and Telecommunication engg.
One has to appear in any one of these four subjects to qualify for next round of interview.
Sorry, you are not qualified on IES Exam.
