M.Tech means you are going for Higher in study and UPSC means going to get the prestigious jobs. so, choose according to your needs.
but according to my point of view UPSC is good because through UPSC you can get the posts like IAS, IPS, IES,CPF, CDS etc. and these have both name and fame.
for UPSC you need graduation in any field with any percentage from recognized college or university. you can also apply for UPSC while appearing in final year of graduation.
your age must be 21 years to 30 years. there is relaxation of 3 years for OBC and 5 years for SC/ST category candidates.

after btech you can give upsc exam
if you want to get a good job where both fame and name is available then go for upsc exams
and if you want to study more to enhance your knowledge a little more then go for the mtech
but for giving the upsc exam you neednt any higher study
the eligibility criteria for the upsc exams are given below:-

Educational qualification : graduation with 65% of marks from a recognized university.
Age limit: 19 - 23 years
height : 162.5 cms
eye sight: 6/6
Physically strong
good english & general knowledge

There is no additional qualification is required to give upsc exam
Your B.E graduation is enough to apply upsc exams
You can write any exam under the upsc
Coming to choose which is the best way either m.tech or upsc
That is completely depends on you
What i am saying is ...if you interested to do higher qualification then
you may go for doing your m.tech
On other hand if you have a interest to do job then
you may go for doing upsc (preparation)exam
But it is to better to prepare upsc exams
Why because you can do your m.tech whenever
but preparation is some tough
any way if you have a perfect planning then you will achieve it

if you want to be a master in your engineering subject than you should apply for m.tech. and if you want to get job now than you should apply for civil services examination:-
but if you get job than you have no need to do your m.tech or any further study because by this exam you will get a reputed job.
but still if you want to complete your post graduation than you should complete it along with the examination.

My friend , if you want to go for the higher studies then go for the M.Tech , and doing M.Tech you have not time to prepare for the UPSC exam .
Because in M.Tech you have to study well .
But if you want to get prestigious job like IAS , IPS , IFS then just start the preparation for UPSC , don't go for higher studies .
So you will select either one of option because you can't manage two things simultaneously .
Because UPSC needs good time for preparation , you can't manage well with your M.Tech .
So whatever you want do that thing .
The criteria for the UPSC exam is below:
-> You should complete your graduation .
-> Your age must be between 21-30 if you are in general cast , 21-33 for obc cast , 21-35 for sc/st cast , 21-40 for physically handicapped .
-> Maximum 4 attempts are allowed for general cast , 7 for obc and no limit for sc/st .
So whatever you have interest choose that and start the preparation for that .
