Yes you are eligible for civils. You only need to have degree from any university recognized by central or state legislature or established by act of parliament or a deemed university under ugc act , 1956 or any equivalent university.
Yes,You are eligible to all Graduate qualification exams even Civil services,Because UPSC required only graduation qualification to apply for civil services.
UPSC never asked Percentage marks in Graduation but PASS mark from Indian Recognized University is only required....

Age limit for the exam:-
The age limit is for general category is 21 to 30 years. And attempt the exam 4 times.
The age limit is for obc category is 21 to 33 years (3 years relaxation). Attempt the exam 7 times.

Age relaxation to Physically Handicapped (PH) persons:

Well there is no specification regarding the percentage of marks scored in graduation as per the regulation of UPSC.UPSC stands for Union Public Service Comission,it is the body which conducts all the civil service exams for different post like- IAS (Indian Administrative Service)- IPS (Indian Police Service)- IES (Indian Engineering Service) etc.According to UPSC regulation the candidates must have a degree with pass mark thats all .Percentage of marks is not considered ..... For giving this exam you need to be a graduate from a recognized indian university and your age should be in between 21-30 years.

Yes any graduates are eligible for giving the exam.
In CSE exam there are no any clarification regarding marks of the candidates in graduate so any graduate is eligible for the exam.
But besides educational qualification one should also fulfill the other criteria like
age limit:
21-30 for general cast
21-33 for obc cast
21-35 for sc/st cast
21-35 for ex-serviceman
21-40 for pwd
So if you satisfy all of this criteria then start the preparation for the exam and give it.
