there is specificly no cut-off marks for english and general studies in IES. but if you score high marks in these subjects the chance of getting selected is more. so your aim should be to try to score high in objective based questions.

there is no indivisual cut off marks for any of the subjrcts or parers in UPSC. the total is considered for the rankings

many say that cutoff is only for general studies paper not to others.It depends on selection team of UPSC.
Around 50% of marks is more than enough independent of department.for written if you score 450 to 500 you can expect interview call.
yes there is a cutoff for ENglish and GS .But this cutoff according to UPSC is minimum qualifying mark. every candidate has to secure the minimum qualifying mark in General studies and English paper, only then the other conventional papers of the candidates are evaluated. generally UPSC does not declare the cutoff for this. So its difficult to predict what will be the minimum qualifying mark. if you have doubts then kindly refer the notification of IES exam, the details are given clearly
