To get the eligibility for UPSC Civil Services a defence personal must be a Graduate and to get the age eligibility certificate from the defence sector is needed.He must be the Indian and his /her age must not cross 40 years.

Please update sourse of 40 yrs info , as as per latest ammendment , 5 yrs age relakss is there ..... Means upto 35 yrs ,.

To be eligible in UPSC civil services exam for a army personnel or other candidates,

--you must be Indian citizen

--you must be graduate from a recognized university. There is no percentage requirement.

---maximum age is 40 years if your are physically challenged candidates.

35 years for sc/st category

33 years for obc category

30 years for General category

i don't think there is any way to appear for civil services exam at the age of 38., you can apply at the age of 38 only if you are physically disabled

there is no such provision that you can give the upsc exam at the age of 38 being the army personnel.
There is a relaxation given to the army personnel but it is only for 5 years, which gives the maximum age for the army personnel as 35 years.
Beyond that you are not allowed to give the exam
