as you say you are belongs to the categories of Ex Serviceman and OBC.
for OBC you have relaxation of 3 years in upper age and for Ex-Serviceman you have relaxation of 5 years in upper age limit. so total relaxation for you in Upper age limit is 8 years.
so for you the age limit for IAS exam is: 21 years to 38 years. as you should not reach 38 years on 1 August 2012 so you can apply for IAS/IPS exam in 2012.
but as last date for submission for application form for IAS/IPS exam is already over. and next year you can able to apply for IAS/IPS exam.
in this year you have chance for apply in CPF exam. and if you have Engineering degree then you can also apply for IES exam.

Indian Administrative Service (IAS) exam is conducted by UPSC in every
year. It is also known as the Civil Services exam. Civil service is the
backbone of Indian government. IAS officer job is the one of the high
level job of India. IAS exam is held in two stage preliminary exam and main exam. To appear in the IAS exam you need the following eligibility criteria.
Educational Qualification :-
The minimum educational qualification to appear in the IAS exam is
graduation in any stream from a recognize University. Candidates who
are appear in the qualifying examination are also eligible to appear in
the preliminary examination.
Age Limit :-
A candidate must have attained 21 years and not be over 30 years
at the time of appearing of this exam. The age relaxation is also
applicable for the reservation category student. Details information
regarding age relaxation is given below:
->For SC/ST Candidates :- 5 years.
->For OBC candidates :- 3 years.
->For Ex-Service man :- 5 years.
->For PH Candidates :- 10 years.
->For the Jammu Kashmir Candidates :- 5 years.
If you are belong to Ex-Service man then you will get age relaxation upto 5 years on the upper age.

the age relaxation is same for ex-services man which is for five years.
the age limit as under:-
for general- 21-30 years.
for sc/st -21-35 years.
for obc -21-33 years.
as you are an obc aspirant and also an ex service man than now your age is 38 years .
that means after getting age relaxation of five years you are not in between the age limit so you are not eligible for upsc examination.
The age criteria for the CSE exam is below :
21-30 for general cast
21-33 for obc cast
21-35 for sc/st cast
21-35 for ex-serviceman
21-40 for physically handicapped .
Now as you mentioned you are a soldier so that you belong to ex-serviceman catagory ,
In ex-serviceman catagory the maximum age limit is 35 .
Now your birth year is 1974 so that currently your age is 38 which is more than limit .
So as per the rules you are not eligible for the exam .
Because you can't fulfill the age criteria .
So go for other exams where you can eligible .

sorry to say you are not eligible for the exam. according to term and condition the age relaxation for the obc category is 4 years but your age 38 year. you also complete the age so you can not apply for the exam.

As well as the ex-serviceman .You will get both benefits
And for the upsc civil services exam here is full Details :
-The candidate should be pass in Graduation from a recognized Indian university
-The candidate of final year of graduation are also eligible
-And the age limit is 21-30
-For the obc it is 21-33
-For the sc,st it is 21-35
-For the ph category it is 21-40
And as you are both a obc as well as ex-serviceman so
You will get age relaxation of 5 years as ex-serviceman and 3 years of obc candidate

and for the ex servicemen the age relaxation is 5 years more.
in your case
you will be an ex servicemen after your retirement and you are an OBC aspirant as well.
so you will get the age relaxation from both these factors .
on account of your category your age relaxation is 3 years.
and the age relaxation for being an ex servicemen is of 5 years more .
so you will get an age relaxation of 8 years for the upsc civil services examination.
but the number of attempts for you are same as that of an OBC candidate i.e 7 attempts
