both are related to govt service but the main difference is that

upsc is the main head which conducts various entrance to recruit the aspirants into govt services.

IAS is one of those entrance exam which comes under civil service exam conducts by upsc.

civil service exam held once in a year in the following stages

Age criteria For IAS exam

Minimum age is 21 and maximum age is 30 year for general candidate and
There is age relaxation provided to OBC and SC/ST candidate is 3 year and 5 year respectively
