1.Should Be graduate
2.Should be above 21 yrs of age.
and attempts are as follows:-
General Category - Maximum 4 Attempts
OBS Category - Maximum 7 Attempts
SC/ST Category :- No Limit
the basic qualification is intermediate for exams like scra and nda...
and for exams like IES or Civil services you need b.tech degree
genrally the tests are limited to 3 for genral category students

Eligibility criteria for UPSC Examinations:-
Nationality:- The candidate must be the citizen of India to apply for the Indian Administrative Service & Indian Police Service.
Age Limit: - The candidate should be minimum 21 years of age and the maximum age is 29 years.
Educational Qualification: - The candidate should have a degree completed from any of the institutes established by an Act of Parliament or any University deemed by the University Grant Commission under section 3, Act, 1956.
Number of attempts: - Every general eligible candidate is allowed to attempt the Civil Services Examination 4 times.
For OBC candidate�s no. of attempts is 7 times and for SC/ST infinite no. of attempts
Physical Fitness Criteria: - Candidate appearing for the Civil Service Examination should be physically fit according to the standards of the UPSC.

2. Mains(Conventional paper)

Basic required qualification for writing UPSC examination is completed intermediate(12th) examination . If you are completed 12th examination with Science Stream then you are eligible to apply all the services in NDA Examination . If you are completed with Commerce Stream then you can are eligible to apply for Army wings only . Age should be between 16.5 years and 19 years , Unmarried male candidates are eligible .
Those who have passed graduate degree OR appearing in final year of degree course may also eligible to apply for Union Public Service Commission . To apply for UPSC examination , minimum qualification is graduate degree of a recognized University and No minimum marks required . Pre-final year degree may not eligible to crack the UPSC examination . Graduate candidates are eligible to apply for Civil Service , CDS Exam , SCRA , IFS , CRF Examination and other examination .

If you want to apply for NDA, SCRA exam conducted by UPSC than the basic educational qualification is 12 th. If you want to give IAS, IES, IFS, IPS etc conducted by UPSC than the basic educational qualification needed is graduation from any recognized university of India.
