Minimum requirement is a bachelor degree from and government approved UGC act certified college.
Age limit should be minimum 21 and max 30 for OC, 33 for MBC, 35 for SC/ST and ex-army.
The candidate should be an Indian citizen.
Eligibility for UPSC IPS Examination 2013-14
Candidate should have passed bachelor's degree examination of a recognized university and final year pursuing candidates are also eligible to apply for preliminary examination of IPS
Age should be minimum 21 years and should not be more than 30 years and if you belongs to reserved category then you can claim for upper age relaxation as per government norms which is 5 years for SC/ST and 3 years for OBCs
Examination Pattern and Selection Procedure for IPS Officer post
Preliminary Examination - Two objective type papers which are - General Studies and CSAT - Civil Service Aptitude Test contains 200 marks each and passing in prelims is compulsory to be eligible for main exam
Mains Examination - Seven conventional type papers will be scheduled which are - Paper I is for Essay writing and English Comprehension contains 300 marks. Paper II, III, IV and V will be based on General Studies containing 250 marks each and Paper VI and VII will be asked over the optional subject that will be selected by you from the list and both contains 250 marks each. Qualifying in all papers of main examination is compulsory that is why you have to prepare well for examination and each papers so you could score good marks
Personality Test - 275 marks. This will be the final stage of your selection for IAS post and if you prefer for IPS Officer post then you will have to go under a particular physical and medical test and if you pass that test then you will become IPS Officer and if couldn't then your post will be changed from IPS to other
Better way to prepare for this examination is you take guidance of any good institute which provides study of IPS and IAS examination by experienced faculties and you will get good motivation and right direction to become IPS Officer and now you have enough time to prepare well for this examination because next IPS examination is scheduled to be held around May 2014 (Preliminary) so prepare and focus more on that

C.S.A.T --- CIVIL SERVICES APTITUDE TEST
And the minimum Qualification is GRADUATION from a recognized university
THE STREAM MAY BE OF ANY THING ..
And you must have secured a minimum of 60% in Academics
The minimum age must be 21 years
Maximum age is allowed up to 30 years
Of course there is an age relaxation for the reserved candidates
