There is no specific criteria for sorting out exam centres.
-It also depends on the number of candidates who have applied from a particular region.If the number of applicants are very high in a particular region,then the UPSC looks to enroll in as many centres in that region as possible.
-The location of the school/institution also forms an important criteria for them being selected as examination centres.the better is their location,more is the chances of them being selected by UPSC.

For the upsc exam following qualifications are required:
Educational Qualifications: The candidate should be pass in graduation from a recognized university
Age limit: For general 21-30 and relaxation will be given to obc for 3 and to sc/st 5 years
And dear the age limit for ph candidates 10 years

Actually , It depends on the number of candidates who have applied from a particular region.If the number of applicants are very high in a particular region,then the UPSC looks can cover your college.

UPSC has no special guidelines for selecting institutes as the venue of exam ; because this is done by the regional officers of the UPSC keeping in mind the infrastructure and previous records of the institute.
