Based on the rank secured by the candidates in the Final Merit list,they are given respective posts.
CSE is conducted in 3 stages :
1.Prelims/CSAT Exam-CSAT stands for Civil Services Aptitude Test.It consists of 2 papers of General studies
of 200 marks each i.e.total marks for CSAT Exam is 400 marks.It is conducted to shortlist candidates for the
Mains Exam of CSE.Only candidates successful in the CSAT Exams are moved to the second stage of CSE i.e.
Mains exam.
2.Mains Exam-is conducted to test the indepth knowledge and intellegence of the candidates.It consists of
total 9 Papers and 2000 marks is the total weightage of Mains exams.Two Optionals subjects have to be chosen
at this stage and 2 Paers of each subject prepared.
3.Interviews-is the test of Personality of candidates and is of 300 marks.It is the final stage of selection for CSE.
after this a Merit List is prepared based on the overall performance of the candidates and posts allotted accordingly.

You must know that in India the civil services that are conducted is done upon three stages
~Preliminary.
~Mains.
~Interview.
Now every stage is a knock out one,you fail in one you wont be able to go to further stage.
So CSAT is nothing but the Preliminary exams,as it is the first stage of the Qualification it has been given a special name.
There are two ways to apply for it.

First CIVIL SERVICE examination is conducted by UPSC.
The CSAT stands for civil service aptitude.
There are 3 stage in this exam----
1st--PRELIMINARY exam.The CSAT stands FOR APTITUDE test.marks is 200 each.i.e. 400 and two parts.if candidate pass 1st stage then go for MAIN EXAM.
2nd--MAIN exam. This exam has 9 paper and test must be knowledge also two parts.
3rd--INTERVIEW. There is 300 marks.and test your confidence label.
