i am sorry to say that this year CSAT exam is over.if you are asking about CSAT main exam, it is on nov.but for that you have to write the preliminary exam.it was on 26th may.
you can write next year CSAT exam.

This year the last date of Receipt of application form for CSAT is already gone. so this year you can't apply for CSAT. and you have to wait for the next year(2014) for release the notification. generally UPSC releases the notification in January/February months of every year. for notification keep visiting:
http://www.upsc.gov.in/

for CSAT you need graduation degree from recognized college or university and final year candidates can also apply for the exam. and your age must be within 21 years to 30 years. There is relaxation in upper age limit upto 3 years for OBC and upto 5 years for SC/ST candidates. The exam is conducted by UPSC for the posts of IAS, IPS, IFS, IRS etc.

The notification for Civil Services generally comes out in the month of February.The form filling dates also comes out with that.You should check the website of UPSC around January end in the Examination link to know about the exam calendar and the dates of registration.The applications are in general filled around February-March and the exam prelims is held in May end.Check the website of UPSC at www.upsc.gov.in around January next year

The Civil Service Admission Test is being held in the month of may every year.

And it's notification will be out in the month of November/Dec of previous year.

So, you have to wait till the upcoming notification.

You don't have to worry about the notification date. It will be published in all the leading daily newspaper.
