If you want to apply for the UPSC examination then first your Educational Qualification must be a Graduate Degree. If you want to apply IAS and IPS then only Graduate Degree is needed.
If you want to apply for IES i.e. Engineering Services exam then you should have B.Tech. Degree.
The Age limit for UPSC exam is 21 to 30 years on 1 August of Exam Year i.e. If you are appearing in 2012 UPSC exam then your age should between 2 August 1982 to 1 August 1991.
You can apply online at www.upsc.gov.in. You have to pay 100 Rs. Examination Fees from Bank Challan or by Credit/Debit Card.
The expecting month of applying in UPSC exams is February. In this month you can see the notification and apply for the exam.

hey friend UPSC conducts lot many exams throughout the year like the national defense academy exam.comnined defense services exam,indian engineering services exam ,civil services exam and lot many and the eligibility criteria is different for all these exams so for which exam you want to ask you can also check the details at upsc.gov.in
Eligibility criteria of UPSC Exam:
Nationality:
A candidate must be either
(a) a citizen of India/Nepal/Bhutan
Age limits:
21 years to 30 years
Relaxation is applicable for backward category.
For Ex serviceman 5years relaxation is applicable.
Educational Qualification:
The candidate must hold a degree of any of
Universities incorporated by an Act of the central
or State Legislature in India or other educational
institutions established by an Act of parliament or
declared to be deemed as a University under
section 3 of the University Grants Commission Act.

- SC and ST: No restriction
