minimum requirement for UPSC exam is you have completed your graduation or final year of graduation from recognise college or univirsity and with age limit 21 years to 30 years.

UPSC exam notifications are available at official website or in employment newspaper. There are 2 modes to fill form.
1. Offline:- In this mode you can purchase the form from any nearby post-office through CRF stamp of denomination of Rs 50/- or Rs 100/-.
All filled applications should be submitted to "Secretary, Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi - 110069" either by hand or by Post/Speed Post or by Courier.
2. Online:- To fill application online you have to visit www.upsconline.nic.in. Instructions to fill forms are available with every exam notifications. First you should visit the website of UPSC and download the notification and go through on this carefully. After that go to the registration website to register for a particular examination.

if you complete the graduation in any stream from the recognized university
under the age limit like as
the age limit is for general category is 21 to 30 years. and attempt the exam 4 time.
the age limit is for obc category is 21 to 33 years ( 3 years relaxation ). attempt the exam 7 times.
age limit for SC/ST category is 21 to 35 years and attempt chance till overage. means unlimited
then u are eligible for the exam for the next year 2013.

Yes, You can apply for the Union public service commission Exam this year but Few UPSC exam are completed this exam are SCRA,CDS-1,NDA-1 and Civil service preliminary Exam,But few exam's are not completed but Last date of application submission date is Completed for Engineering Service,,IFS,NDA-2 Exm's and Now Available Application form Examination's are

so,you have to wait for the next year's notification which is likely to be come in DECEMBER,2012.

IAS,IPS,IES,IFS exams can be conducts in 2 stages namely
Preliminary exam
Main examination.
After completion of preliminary exam you are eligible for Main examination.
After clearing the main examination you will be called for final interview.
Preliminary examination should consist of 2 papers.Which is conducted on objective type only.
Main examination should consist of 9 papers,it is a descriptive exam.
Eligiblity:

Here is the all requirements to write the upsc exam:
Educational Qualification:The candidate should be pass in graduation from a recognized indian university
Age limit:The age limit is 21-30 and relaxation will be given to the sc/st of 5 year and to obc 3 year
And the relaxation for the ph candidates is 10 year

If you are applying offline then just go to the market
You will get the form and then fill it and pay fee through

This year's UPSC Civil Services Exam is already in progress so you will have to wait a year for the next notification of the Exam , that will be usually after December. Keep looking 'employment news' and www.upsc.gov.in for the notification.
Regarding application form: you can buy the application form from the Head Post-Office of your district or apply online via www.upsconline.nic.in

But for your reference I would like to tell General Eligibility Criteria for UPSC Exams.- Educational Qualification:- 1. For NDA & SCRA- 10+2 with Science 2. For other Exams. Generally Graduation Age Limit:- (there are relaxations for Reserve Categories) 1. For NDA- 16.5 to 19yrs 2. For others- 21 - 30 yrs. but for CPF (AC) it is 21-25 3. For CDS- 20- 25 max. 4. For SCRA - 19- 21 yrs.
