IAAS is Indian Audits and accounts officer which comes under CAG office(comptroller & auditor general). THeir duty is to audit the accounts of central govt, state govt, government departmental undertakings, public setcor units and other organizations funded by the govt. THey dont have much power, their duty is to just audit the various accounts and submit reports to their HEad/ superior. THe CAG in DElhi collects all reports and scrutinize them and then submit to the parliament. Only parliament can take actions on them.
eg: consider 2g scam, the scam broke out based on CAG report only
IAS, on the other hand is very powerful. They from the backbone of Indian administration. they are incharge of a District, act as crisis manager, implements govt policy, act as an agent between govt and people and also at higher levels are involved in policy design and framing.
IAS is more powerful than IAAS.
