Hello Friend,
The maximum age limit is 30 yrs. A candidate must not already reach 30 yrs of age on 1 Aug of the year of exam. So, if you were born before 1 Aug' 1983, you aren't eligible to appear in CSE 2013.

UPSC board conduct various exams and the age limit is also different for each exam and most of the exams as - IAS, IPS, IFoS, Geologist, IES, IES/ISS etc. the age limit is same which is following :
Candidate's age should not be less than 21 years and more than 30 years and relaxation in age as per government guidelines which is 5 years for SC/ST, 3 years for OBC category, 10 years for PWDs and 5 years for Ex-Servicemen Candidates and relaxation for Widow, Divorced, Separated Female candidates would be provided as per government guidelines
Candidate should have a bachelor's degree in any discipline to apply for UPSC Civil Services Exams
Number of Attempts for every category candidates :
General Category candidates - 4 times
OBC category candidates - 7 times
SC/ST category candidates - There is no limit for SC/ST category candidates to appear for this exam but they also may apply for this exam only till the age of 35 years

There is no special age relaxation for the open category candidates in the UPSC exams,it just the same as for the regular category candidates.
21-30 years for general candidate.
21-33 years for OBC.
21 to 35 years for SC/ST,ex serviceman of government sectors.
21 to 40 years for physically handicapped candidates.

According to the eligibility criteria,the candidate must be in the age group of 21-30 years.
But for the Open category,the upper age limit has been given a relaxation of 5 years.
Hence for you the upper age limit is 35 years.
