Yes, you can apply for IES exam 2013 bcoz OBC age criteria is 21-33 yrs and according to your dob your age now 33 yrs then offcourse you are eligible.

Yes you can appear the IES exam because you are belong from OBC category so you find 3 year age relaxation.
IES exam is conducted by UPSC once in a year. this exam is only for engineers.
Eligibility Criteria for IES
Should be completed degree or diploma in engineering & technology for following branch
Mechanical
Civil Engineering
Electrical Engineering
Electronics & Telecommunication Engineering
age should be 21 to 30 years
for SC/ST 5 year that means range of age is 21 to 35
For OBC 3 year that means range of age is 21 to 33
For PH 10 year that means range is 21 to 40

YES YOU ARE APPLICABLE FOR THE ENGINEERING SERVICES.
The age limit for the Indian Engineering services is 21 to 30 years for the general candidate.
21 to 33 years for the OBC.
21 to 35 years for the SC/ST.
Now the Indian Engineering Services are conducted by the UPSC and according to UPSC,you should be of 21 years before 1st August on the exam year and must not be of 30 years before 1st August(33 years for the OBC).
As your age is 21/6/1980 you will not attain the age of 33 years before 1st august.

A bachelor's degree in any one of the following engineering disciplines from a recognized university
Civil Engineering

Electronics and Telecommunication Engineering
Mechanical Engineering
Age should not be less than 21 years and more than 30 years and relaxation in upper age would be provided as per government guidelines which is 5 years for SC/ST and 3 years for OBC category candidates
