Reading novels are good.It will enhance your understanding capability.But in UPSC civil service examination consists English comprehension and precise writing of tenth level.So my advice is better you develop a habit of reading newspaper.It will help you in long run.You know Civil service examination gives lots of importance to General Studies.So reading newspaper will not only help you in improving your General Knowledge as well as keep you updated about current affairs.
So for a serious preparation of civil service you may follow these books

2)Any sample paper of tenth level for English Comprehension

UPSC Conduct Civil Services Exam for the post of IAS,IPS,IRS etc. You can apply for the exam while appearing in final year of graduation or after completing graduation.
Tips For Preparation:
- first and most important Manage your Time table and maintain your self calm and Cool.
- go ahead according to UPSC Syllabus.
- you can start for UPSC by study 6th to 12th NCERT books and collect best study material related to syllabus.
- increase your general knowledge, continuous reading news papers and magazines, concentrate on English.
- solving Previous year question papers is most requisite part of preparation.
