Dear the UPSC board has decided the fixed limitation of number of attempts for each UPSC paper or exam which is means - If you are preparing for UPSC Civil Services then you can attempt for this exam as
General Category - 4 times
OBC Category - 7 times
SC/ST Category candidates - No limit but till 35 years of age
Means these mentioned number of attempts are allowed for each exam means you can only attempt every UPSC exam according to the mentioned limitation means if you belongs to general category then you may appear 4 times for civil service and 4 times for forest services and same follows for other UPSC exams
You should not worry about the number of attempts for this exam and only care about your study because if the candidate is prepared well for the examination then he/she does not care about the number of attempts and the time and they only wants to get their target so that dear you should prepare hard for this exam and you should find out the best coaching institute or person who have been selected in UPSC exams and you also give at least 15 hours everyday if you are preparing for civil service or any other UPSC board examination
Upcoming UPSC Exam : UPSC board is going to conduct the civil service preliminary exam at - 19th of may 2013 and the dates for application through online mode is not announced yet because once the dates has been cancelled because of some unforeseen circumstances but you should only study and get qualified easily
All the best
