Politicians are the one who work for the creation of rules/laws for the benefit of people whereas a bureaucrat is the one who work to implement those laws effectively.
Politicians are mostly elected and sometimes nominated whereas bureaucrats are always selected based on certain eligibility criteria. Politicians role will be always like a
ruler of the country/state/region/panchayat whereas bureaucrats role will be like advisers for him.

The question of the relationship between politicians and civil servants does not exist in a vacuum. On the contrary, it is hopelessly entangled with the game of politics and of power as it is played in our country.
Let me provide you few basic concepts:
Given the necessity for a state, the bureaucracy is an inescapable concomitant irrespective of the nature of the state. Even states emerging out of vast revolutionary upheavals spawn bureau-cracy. Mao thought that he could alter the sorry scheme of things through cultural revolutions. But his successors are settling down, looking for cats, black and white, who will efficiently perform their function of catching mice. So bureaucracy�that is, government officials in their collectivety�constitutes an integral part of any state.
The second essential point to note is that the bureau-cracy in any state embodies the urges for the maintenance and continuity of that state and society. That is why conservatism has its natural ally in bureaucracy.

Politicians are appointed as Ministers. Ministers are the policy makers, that is they enact a policy or law in the parliament. Say for example " Mahatma gandhi national Rural employment guarantee act". Ministers generally dont have the in depth details of a law or policy. They just decide for whom a particular policy should benefit, what are the benefits only. The in depth details how such benefits will reach the respective people, what are the channels through which the people can be reached, method of identifying such beneficiary people etc, are decided by bureaucrats only. Bureaucrats serve as secretary to ministers and in other policy formulation posts in the ministry. In short policy design is made by the ministers, while policy execution and implementation details are framed by bureaucrats. Bureaucrats also help ministers in making efficient policy design choices.
Thats why initially all bureaucrats like IAS, IRS officers are posted in district level. This will help them gain experience and then they are posted in the ministry for policy formulation
