It is really a good question and big problem of our country.
Bureaucrats are called to government employee like IAS, IPS, IRS and other level of employee. Political pressure is the big problem of our country which stops the bureaucrats to do their work properly.
An IAS officer has so much power than political leader but they can�t use their power for the welfare of public due to political pressure.
It is irony of our constitution that to be an officer we need of good educational qualification but to be a political leader there is no educational criteria.
And our officer works under these political leaders which are uneducated and they don�t how to run the country.
IAS and IPS are running the country under the pressure of political leader.
Which is not fair with the officer association.
So our parliament should constitute some law for the educational qualification of leader.
But it is not possible because leader are sit in parliament and they can not pass any law which is in there oppose.
