Well dear it is good that you want to go for ias after your engineering.you can go for it from final year of your course.
First you should take the idea of whole syallabus then of the paper pattern.
After that you can start preparing from gs to optionals,give a proper time division to both gs and optionals.
Do not forget to go through the previous years papers of the exam.

So after being completing your graduation you are eligible for appearing in the civil service examination.Since you have completed your engineering in ECE you have to think a little bit about which papers you need to select as your optional in the main examination.For that we will discuss later but for now you need to get acquainted with the current pattern of civil service examination.So civil service examination is conducted in three phases first one is preliminary examination ,second one is mains examination and third one is Interview Test.So you have to plan step by step as it is necessary that you first you qualify in your preliminary examination.
