The Union Public Commission was set up under Article 315 of the Indian Constituion to
make recruitments to various administrative posts and services of the Union and
State though competitive exams at ALL INDIA LEVEL.
It is an autonomous entity and makes its own decisions and cannot be influenced by anyone/govt.
UPSC consists of a Chairman and ten members governed by UPSC Regulations 1969.
It is serviced by a SECRETARIAT consisting of a Secretary with 2 additional Secrataries,
Joint Secrataries,Deputy Secrataries and supporting staff.
Duties and roles are assigned to it by the Costitution.
The recruitment procedure is very transperent and rigirous.
The answer sheets/exam bookelets from various venues are
mixed and the Roll no are detached from the exam booklet
and a computerised code is assigned to it.
In no case an examiner can know the identity of the candidates,
venue,category like General/SC/ST/OBC,etc.
A standard answer key is used to mark and grade the candidates
exam papers and there is no question of partiallity.
Steps are taken to maintain the transperency and thus it takes a longtime to evaluate.
