The UPSC conducts the CSAT examination every year for IAS. The age limit for it is 21-30years. The upper age limit is three years for OBC and five years for SC/ST candidates. There is also 4 attempts for general candidates, 7attempts for OBC candidates and the SC/ST candidates can apply till their upper age limit. So if you want to apply then you have to first appear preliminary examination where there are two papers, i.e. General Study and English comprehension. After success in prel. you can attend main with two optional paper. you can choose your electronics engg. as your one optional subject. for UPSC exams you must complete or appearing in final year of graduation from recognized college or university.
your age must be within 21 years to 30 years.
And there is relaxation in UPPER AGE limit for reserved category candidates(3 years for OBC and 5 years for SC/ST candidates).

to become an IAS officer you have to crack the upsc civil services examination .
the eligibility to apply for the upsc civil services examination is graduation or engineering
in any subject from recognized university under UGC.
apart form that you are need at least to attain the age of 21 years to become eligible to apply for this examination.
the age limit to apply for the upsc civil services examination is 21-30 years .
while the SC/ST candidate get an age relaxation of 5 years for this examination.
the OBC category aspirants get an age relaxation of 3 years .

First of all currently you are in third year of your engineering so that you are not eligible for the UPSC IAS exam now because you don't fulfill the eligibility criteria for the exam .
