If you want to become the IAS officer then first you must have to complete your graduation.
Because graduation is required for the IAS exam.
You can start preparation for the IAS exam from now. you can take the coaching for the exam or you can study yourself from the books of following publishers:-

There is no need for the scholaraship for the IAS exam.
The application fees for the IAS exam is 100 rupees and it is free of cost for the SC/ST/PH candidates.
So for IAS exam you first have to complete your graduation.
