make short notes

There is no as such time to start for the preparation. Its never too late or too early.
But I would advice you to start your preparation as early as possible because its always better to start as early as possible.
You are in your 1st year of B.com so there is much time left in your hands that if you use it worth you will surely get fruitful result.
You have approx 3 yrs left so You can either join a good coaching centre for a right guidance.
Also If you can manage studying yourself then coaching is not necessary.
You can buy some good books or you can enroll to some correspondence course which will also help you.
You have enough time left with you, so find out your strong and weak points and work accordingly and try to make your weak points the strongest.
Make a good habit of watching news channel and also reading newspapers, magazines. This will increase your reading ability and will help you in general knowledge and subjective questions like essay writing.

Yeah its a right time to start the preparation as I guess you're subject is also not too heavy... Try to be updated with the current affairs by reading newspapers daily...Try to be updated with the English vocabulary as far as possible...Then after graduation you can start preparing for mains...
