this is the right time to start preparing for civil services examination . because if you work hard in your graduation than you cover 70% of the syllabus of the civil services examination.
remember one thing that if you want to clear the exams like ias level than
you should keep your basics clear .because if your basics are clear than you can think about the problem and can try to find the solution for the same
one more thing you should remember that never trying to learn all the things at the same time
but what you read , read it with complete concentration and keep in mind for always.
you should also red some news papers like THE TIMES OF INDIA , DAINIK BHASKER ,THE HINDU..................and magazines like :- THE CRONICALS, PRATIYOGITA DARPAN , CURRENT CRONOLOGY......for current affairs......

Yes, you can definitely start your preparation right from your 1st year. You dont need to spend hours together on preparation, but one to two hours a day, if you can read newspaper and practise some basic maths, you will be prepared by the time you are eligible to take the exam. Slowly you improve and start by reading an hour about one of the optional subjects that you plan on taking... for example if you are planning on history you can read one chapter a day and let it sink in, this will help you in remembering the names and years.
It is smart if you start doing it from now on so that you can crack the exam in your first attempt itself.
You can appear for the exam in your 4th year itself.

Yes it is good that you think to start your preparation from the very first year of your graduation .
It will get you benefit at the time when you are eligible for the exam .
Because if you start the preparation right now then you have still 3 years for the preparation and 3 years are enough for the preparation .
You should do the following things while doing your graduation .
=> you should read the daily news papers especially english so that your general knowledge as well as your english will be improved .
=> You should read the following books as well as magazines .

- CSR magazine
- Frontline Magazine
- UPSC portal
- Social Science book of std 5-12 of CBSE board .
- Maths book of std 5-12 of CBSE board .
- English book of std 5-12 of CBSE board .
=> While doing above you should also take care in your study because it will helpful to you in your optional subject .
So start the preparation for the exam right now so that at final year or after the graduation when you will go for the exam you will not get trouble to crack the exam .

this not the right time to do this thing because you are doing graduation pay your
time to graduation after one or say 2 yrs when you are in third year then you
can start rigorous preparations but for now concentrate on graduation...
because that can spoil your graduation marks ....
you will get ample time in your third and fourth year
for preparation....
