i think you should start preparation from the first year of your course.,
magazines like csr are very good and they also keep you updated with the current scenario.

You can start the preparation either in the pre-final year or final year of your graduation and after you complete it you can apply for the exam.
Dear if you are going to get admission in B.Tech in this year then it is better for you but if you wants to start preparation for this examination then I would like to suggest you that you should start your preparation for this examination from second year of your B.Tech because this is the starting of your college study and you can not manage everything easily in the college also and when you will learn everything about the examination pattern, projects, assignments in the colleges then you will be able to manage your further study of college and can easily complete your next 3 years so now you have to concentrate on your graduation first then when you complete first year of your bachelor's degree successfully then start preparing for this examination by using various books
If you are in regular B.Tech then it would be tough for you to join coaching institute for preparation but you must start preparation at your house because this thing will make your perfect for future challenges in the examination and you can use these following books in your preparation from second year of B.Tech

You should give at least 3 hours everyday for your preparation from starting and when you get good command over some subjects and you feel that you can do it well then you can increase your time for another subject and if possible then you should give more and more time for CSAT and General Studies because according to the new pattern of this examination, UPSC board focused only on general studies and it is at least 70% part of entire syllabus so just think about the importance

If you want to become an IAS officer then you have to prepare in any year .
But you can only appeare when you will have passed your third year .
Books are very helpful for the exam .
but you have to communicate with the people and use english in your communication language .
It is a best thing to become an IAS officer .

It is good that you have thought of giving civil service examination.As you know it very well if you qualify civil service exams then on the basis of your merit you are appointed as officers post in various services like IAS(Indian Administrtive Services),IPS(Indian Police Services),IFS (Indian Foreign Services) ,IRS (Inidan Revenue Services) etc
See my advice at this stage is that you focussed more and more on your academic syllabus.Infact you need to score good marks,give yourself some time to relax yourself as you have been already fight the war to take admission in engineering college.So relax give yourself time to adjust to new condition and don't get frustrated and begin a new rat race.One more thing try to bring good marks in your semester examination.It will be a great help to you.
The only thing you need to do at this stage is developing a habit of reading newspaper daily.This will improve your English,vocabulary and lastly your communication and compehension skills.Reading newspaper will keep you updated about current affairs also which is much better than wasting money on magazines
