As per new schedule "http://www.ssc-cr.org/noticeboard/Revised_tentative_schedule.pdf" CGL exam will be held on 14 April and 21 April' 2013.
and UPSC CDS exam is scheduled to be held on 17 Feb' 2013.

So, there is not clash between the two exams.
