-According to the age of yours you have provided here,you complete 30 years of age in April,2013.
-To appear for the Civil Services exams,you must be less than 30 years of age as on the 1st of August,2013.
Clearly,you will be more than 30 years of age on 1st August.
Hence,you will be able to appear the exam only under the circumstances that you are provided relaxation of any sort in the upper age limit.
-The COMPLETE ELIGIBILITY CRITERIA of the Civil Services exams are mentioned below ::
{01} NATIONALITY.
You must be a citizen of INDIA,
or,You must be a subject of NEPAL or BHUTAN,
or,You must be a TIBETAN refugee settled permanently in INDIA before 1962.{02} AGE BOUNDATIONS.
You must be 21 To 30 years of age.
However,the upper age limit is relaxable by

First, you need to know what is UPSC.
UPSC is Union Public Service Commission which conducts many exams in which Civil Service Exam(CSE) is one of them.
CSE has a misnomer as 'IAS exam' or 'UPSC exam'.
The age limits for the CSE is
General : 21-30yrs
OBC: 21-33yrs
SC/ST : 21-35yrs
Note: There's a considerable age relaxation for the categories like Ex-Service men, Blind, Deaf-Mute etc.
So you're eligible to the 2013 CSE if you belonged to category other than General.
