Dear, Yes sir you are eligible for the exam, because you have only one chance to appear in the civil service Exam-2013. If you belong to the reserve category then you have the age relaxation. Age relaxation for the SC/ST category is the 5 years and 3 years for the OBC category. The age limit for the exam is the 21 to 30 years for unreserved category. Candidate must have completed the graduation in any stream for the approved university. The exam notification is declared by the upsc in the month of the February-2013. Degree in any discipline from a recognized university and age should be between 21-30 years and you belong to general category then you will not get any kind of relaxation in upper age so you have only one last chance to apply for UPSC Civil Services/Forest services/etc.
You must prepare hard for your exam and you will have to qualify both prelims and mains steps exams then you would be allowed to appear for interview process and for prelims you will have to study about 15-18 hours per day and avoid your all other things and works which are not useful for your study and care about only study and in prelims you have to face only 2 papers which contains objective type multiple questions and each paper contains 200 marks. After this if you qualify this prelims you have to give 7 descriptive type papers which contains 2000 marks and if you fortunately qualify the mains then you have to clear only interview then you would be an Officer under the Civil services.

As per the eligibility criteria stated, your age must be between 21 years to 30 years as on 1st august of the year of the examination. This is applicable for the general category. But for other category there is an age relaxations. Now considering your date of birth of 31/august/1983, it means that it will be your last attempt to clear this examination, from next year you won't be able to appear in this examination. And also for the general category student there is only four attempts provided you satisfy all other eligibility needed for it.
