UPSC will release the notification for the civil service exam on 2/2/2013 and form can be filled till the date of 4/3/2013.
You can make regisration for the civil service exam in online and offline mode.

The UPSC exam forms are available in the Head post offices/post offices all over the country.
If the candidates prefer to forward their applications through off line then they should purchase the application form from the post office & sent the filled application form to the secretary of UPSC .
The candidate also applying through on line. The applicant should fill up the form according to the instruction given on the website.they have to pay the application fee through on line payment/cash.
Application fee is not needed for SC/ST.
The choice is yours.
