first of all i want to make you clear that IAS/IPS are not exams these are posts which you can get after clearing UPSC Civil Services exam. You can get the application form for UPSC Civil Services Exam in the month of February/March months of every year from head post office. You can also apply for Civil Services Exam online on following official link:

Union Public Service Commission will release the notifications for Indian Administrative Service & Indian Police Service once in a year in the month of Feb/March .

Exam may be conducted in the month of May.You have to apply ONLINE only,other modes of applications will not receives the applications...

How to apply?
There are 2 ways to apply for the exam:

1. Offline:- In this mode you can purchase the form from any nearby post-office through CRF stamp of denomination of Rs 50/- or Rs 100/-.
All filled applications should be submitted to "Secretary, Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi - 110069" either by hand or by Post/Speed Post or by Courier.

2. Online:- To fill application online you have to visit www.upsconline.nic.in. Instructions to fill forms are available with every exam notifications. First you should visit the website of UPSC and download the notification and go through on this carefully. After that go to the registration website to register for a particular examination.

Upsc is conducting a number of exams every year

And some exams Like Nda and Cds twice in a year

And you can get the application form of the exams

Simply in the official website and in the market where these forms are available normally

Apply for the Exam In Two Ways:

1.Online
2.Offline

First Way Online:

- First open the website of the upsc

- And then choose the form which you want to fill

- After that fill the form with your details

- In the part i fill the details like your name and address

- In the second part upload your photo and signature and pay the fee through SBI Net Banking

- After that take a print of fee paying successfully

Second Way Offline:

- First go to the market and purchase any of the form

- The form cost will be around 10rs.

- And fill the form and submit the form

UPSC organizes the civil service exam for recruitment of post IAS and IPS every year once.

You can apply for this exam through Online and offline application.

For online application visit http://upsconline.gov.in and fill the application form.

For offline application you can purchase the form from head post office and send to the prescribed address after filling up the basic details.

You can apply for Civil Service Exam in next year 2013.

UPSC will release the notification for CSE in December.

So you should regularly check the UPSC official website in the month of December and so on.

Regarding IAS and IPS application forms,it is that the notifications for getting the forms for the year 2012 is over,so it is better that you wait till the next notification for the year 2013.

As regarding the info for getting the forms for the exam you can get them in 2 modes but before applying you need to satisfy the needed eligibility criteria for the exams.

You can get the forms online at the official site of UPSC at www.upsconline.nic.in

Offline Forms:

The application form with a Information Brochure which will contain the instructions for filling the form and an acknowledgement card and envelope for sending the application will be obtainable from Head Post Offices.You can get them at the rate of Rs.20
