UPSC which is the commission for conducting various examinations has already released the notifications for the examinations for the year 2013.You can see it on the official website of UPSC that is http://www.upsc.gov.in.

Last date of notification: 4/3/2013
Preliminary exam date: 19/5/2013
Mains exam date: 8/11/2013
You can make registration for UPSC civil service exam in two modes
Online application form
Offline application form
Online registration can be completed at UPSC official website
http://upsconline.nic.in
You can complete registration in two parts.
If you want to fill the application form in offline mode you can purchase the application form from your nearest head post office.

The UPSC notification for the year 2013 hs to be announced on 2nd feb but it got delayed due to some issues regarding the pattern of the exam and now it be issued probably in the 1st week of march.
