You can prepare for upsc in English if you don't know hindi well. Because there are only two languages in which the question of upsc come. That is English and Hindi. If you are from Tamilnadu then you can join for the coaching institute or prepare in home also.
First of all you have to prepare for upsc prelim exam. In this the objective type question will be come from G.K. G.S. and English. For current affairs you can see the newschannels for read English Newspapers. Then you have to select subjects in UPSC mains. In upsc mains you can choose Tamil Language as One subject of language paper. Then you can choose for Arts subjects.
