if any exam notification is declare then the last date of the application submission is one month.
you got the application form
if you want to apply for upsc exam through offline method then you need to get the application form from the head post office, and after filling the form you have to post that to the mentioned address,
if you want to apply for the upsc exam through the online method then just go to the website ,
www.onlineupsc.nic.in
in online method you are required to submit your fee through card or challan or internet banking.

The UPSC Civil Services Exam(CSE) is held every year to make recruitments to 24 srvices/posts.
The CSE exams consists of Prelims/CSAT exam,Mains exam and Interviews.

The application forms are only available after the notification is issued by the UPSC and the notification for 2013 has got delayed and propobably will come in the 1st or 2nd week of March..
