You can buy the application form for the UPSE Exams from the Main branch of Post-Office in your city.

Or you can also fill the application form online through the website http://www.upsconline.nic.in by paying the exam fees through Bank-Challan.

it doesn't matter that in which city you live because if you want to apply for upsc exams you must apply only online mode because there is no any mode of application is excepted .
