Yes,
You can appear in IAS/IPS exams but not on the base of CA but On B.com Degree.
CA is not valide degree for IAS exams.
After B.com you can appear for IAS exams. Even in last year of B.com you can fill form of UPSC exam.
You have varify the document in main exams.
UPSC held the Civil service exam for the recruitment at the post of IAS, IPS or IRS.
Candidates who satisfy the following eligibility criteria can apply for the Civil exam.
Candidates must have graduation degree in any branch from recognized university or its equivalent.
You can also apply in final year of graduation.
You must be in age of 21 to 30 years.
Age relaxation
SC/ST + 5 years
OBC + 3 years
PH + 10 years
You must have Indian citizenship.
The one Who has done Bachelor Degree in any field from Government recognized university can appear in IAS/IPS Exam.

C.A --- CHARTED ACCOUNTANT
As CA is not considered as a Bachelor Degree
But to apply for the IAS / IPS you must definitely HAVE A BACHELOR DEGREE
So that is why you are not eligible
And first of all you need to Do the Bachelor Degree along with the CHARTED ACCOUNTANT
And the age limit is ( 21 - 30 ) years
Of course there will be an Age relaxation for the reserved candidates
