yes, definitely you can apply for UPSC exams after completing B.Tech from UGC-Approved University.
and for UPSC exams you must complete or appearing in final year of graduation from recognized college or university. your age must be within 21 years to 30 years. And there is some relaxation in UPPER AGE limit for reserved category candidates.

In your final year of B.Tech. degree you will be eligible for following UPSC Exams:-

yes dear you can write upsc exam after completing B.Tech from UGC approved university....for upsc exams candidate must be a appearing candidate of final years of graduation or engineering or must have completed graduation or engineering from a recognized university and age of the candidate should be between 21 to 30 years...also for candidates belonging to OBC and SC/ST candidates age relaxation of 3 years and 5 years is given by upsc...

IAS : Indian Administrative Services
IPS: Indian Police Services

Indian Administrative Services Examination (IAS)
Central Police Forces Examination (CPF)

but age criteria for all these exams is different.

The basic qualification for the UPSC's CSAT, CDS, CPF(AC) & IES examination is to pass the Bachelor degree at any recognized university. Except IES(Indian Engineering Service), any graduate can appear the other examinations. For, IES, you have to qualify in four trades, which are as follows:-
