Hello Friend,
IAS in India was not introduces in 1948. Only the name changed from Indian Civil Services(ICS) to Indian Administrative Services. ICS was introduced by Lord Hastings during British Raj. The service was reformed by Lord Cornwallis and hence he came to be known as "Father of Indian Civil Services".
