yes books will surely help you clear the civil services exam.you can cover the whole syllabus with the books.but then it also depends on the optionals you choose.some optionals need the updation of the current happenings,updation of data etc..
also in case of general studies books alone will not help in your preparation.you have to update your current affairs by reading various newspapers and magazines.
you can also take the help of internet to upadate your current affairs and update your data related to reports,census reports etc..
you can search in the topics in internet if you dont find the topics are not covered well in the textbooks.
books can help but you can take help of other sources like internet also.

BOOKS WILL give you a fundamental knowledge only. after becoming strong in fundamentals, you have to relate current affairs with the basic you have studied and evolve your answers. In mains examination, no question is asked directly.
see for example, since we are facing a situation of drought today because of monsoon failure, you can expect questions like drought management techniques in either gs or geography. with the help of books you can only read some techniques, but while writing you have to equate which region is suitable for a particular technique. so answers have to evolve from yourself
Books & previous years papers can definitely help you to clear IAS exam.
But do not stick to just 1 or 2 books
try to take reference from various no. of books & make a note of important points.
You can also join online libraries to access various books through online.
Or if there is library nearby then get the different books available in the market for every subjects.
