If your university by which you have dong your engineering graduation is affiliated by University Grants Commission i.e. UGC then you can fill the form of upsc. It is no any restriction that how many years you spend for achieve your degree.
If you only pass the engineering then you are eligible for upsc. You can fill the form of IAS/IPS/IES/IFS in these four posts. You can fill the form online at www.upsconline.nic.in.

Upsc : Stands for the Union public service commission
Upsc is conducting the exams like cds and cse
CDS: Stands for the Common Defence Academy
CSE: Stands for the Civil Services Exam
For the Exams Required Educational Qualification:
-The candidate should be pass in graduation from a recognized Indian University
And sorry to say that the candidates who have still backlog are not allowed to sit in the exams
Means you have to pass in graduation

yes, you can apply for UPSC exams but the condition is that before the interview you should clear all your backlogs.
Eligibility criteria for UPSC exams:
1. you need to complete or appearing in final year of your graduation in any field from recognized college or university.
2. your age must be within 21 years to 30 years and there is relaxation in upper age limit for reserved category candidates: 3 years for OBC and 5 years for SC/ST.
