No, my dear definitely not...there is still time duration to be posted after get selected.
There are no upper level posts in Govt. sector where candidates gets immediately after getting selected....there is gap that is the time period in between.

to become a district collector you have to clear civil services exam.
it is divided into three categories
1. CSAT
2. Mains
3. Interview
you have to clear all the exams.
Eligibility Criteria for Civil Services :
you must complete or appearing in final year of graduation from recognized
college or university.
your age must be within 21 years to 30 years.
And there is relaxation in UPPER AGE limit for reserved category candidates(3
years for OBC and 5 years for SC/ST candidates).

No, dear its not possible that you will not immediately placed as a district collector its a time period between 6 to 10 months If you get selected as an IAS officer.............
