No UPSC does not job experience into consideration allocating service to the candidates since all the candidates are first tested then they are declared qualified for the jobs
The Basic eligibility criteria for maximum exams are:
The candidate should have a degree in any discipline from university recognized by UGC. Final Year students can also apply.
The candidate should be Indian
The age limit is 21-30 years
