Normally, one has to join the foundation course in the month of September. But most of the selected candidates who are appearing for mains exam again apply for extension. Last time, UPSC even simplified the procedure for getting extension by making this procedure online. So, you can also ask for extension if you have some genuine reason for it though UPSC's decision will be final and binding.

there is a time limit for joining the duty after being selected in the interview.

There is a specific time limit for the candidates of minimum one month for joining their duty.

After being selected in the Interview you can get the joining letter from the UPSC in which the whole procedure of joining with date is written.
