The question you asked has no basic point,you asked that whether you can crack a tough exam like civil services of India at an age of 28.
Well the answer of this peculiar question,must be with you,i just can not say anything about,it is who will decide that whether you are capable or not.Hey,buddy stop asking such questions on the forum,your words implies that you really a low confident individual,and which will never help you in any cause.

You can join coaching classes and you must join them,because the teachers' and faculty members' present there will give the expert advices,on how to crack such exams and the point is that,it is not necessary that every suggestions provided by them is helpful but after you get their points you can decide for which one to follow and which one to reject.

So you just be confident and try 150 %,if you feel like doing go for,it nothing there can stop you from succedding .
