the age limit condition:-
The age limit is for general category is 21 to 30 years. And attempt the exam 4 times.
The age limit is for obc category is 21 to 33 years (3 years relaxation). Attempt the exam 7 times.
Age limit for SC/ST category is 21 to 35 years and attempt chance till overage. Means unlimited
dear if you are belongs to the general category/unreserved category then u have the last chance. other wise if you are belongs to the reserved category then you have
the chance.

yes dear you can apply for the upsc exam.
you can apply for the upsc exams till the age of 30 years and as you will be of 30 years in the year of 2013 so you are eligible for the upsc exam.
Eligibility criteria for exams conducted by upsc:
- Candidate must have completed graduation or engineering from a recognized university .
- candidates who appearing in final year of graduation or engineering can also apply for the upsc exams.
- age limit for the upsc exams is 21 to 30 years.
- age relaxation of 3 years is given to those candidates who belongs to OBC category .
- age relaxation of 5 years is given to those candidates who belongs to sc category.
