IPS is conduct by UPSC board.
and for that they have some critarea for apply like:
1. your age must be between 21 to 30 for open catagories and for other 34.
2. you have to start from your genral studies (GK) and you must have to refer standard 5 to 12th genral studies books.

IPS is simply known as Indian Police Service exam conducted by UPSC every year .
Eligibility:
Educational Qualification :-
To eligible for becoming an IPS officer the candidate must posses a bachelor degree from any recognized University of India or any equivalent.
Those in the final year of a degree course is also eligible to apply for IPS exam.
Age: -
For General (The candidate must have attained the age on 1st August of the year of examination & must not have attained 30 year of age on that date.)
The upper age limit will be relaxed by 3 year for OBC candidates & 5 year for SC/ST candidates.
The upper age limit is also relaxed in favour of Defence service personnel.
Other Eligibility:
The candidate should be a citizen of India.
These are the age limits required to selection for IPS .After graduation degree or Final year of the degree course you should start prepare for IPS exam.You should apply for IPS at the age of 21 year.

Age limit for IPS is 21 to 30 years for general category applicant and 21 to 34 years for other category.
UPSC needs very wide knowledge in every area so, you have to collect general knowledge by watching news channels, reading news papers, ads etc.
You should have history knowledge too. You shall start preparing for UPSC after 10th. You can apply for UPSC after graduation in any stream from any recognized university. However, Final year student of Graduation can also apply for it.
