Yes you are fully eligible. Indian Administrative Services i.e. IAS and Indian Police Services i.e. IPS exams are conducted by UPSC.

The eligibility criteria for appearing in UPSC exam is Graduation in any stream from a recognized university.
The Age limit for UPSC exam is 21 to 30 years on 1 August of Exam Year i.e. If you are appearing in 2012 UPSC exam then your age should between 2 August 1982 to 1 August 1991.
